That can only mean Sam, probably when the two of them were on the Raft and had nothing to do but talk.
And there were likely recording devices on the Raft.
Which means Ross - and possibly the other Ross, too - know that she and Steve have kissed.
"Oh, I hate you both."
She pops off another couple shots.
"Do you two to have a Big Birds Club? A Nesters Association? If King T'Challa ever winds up here, do we have to protect you from him?"
