Depends on the people you talk to. Some know others from home and they tend to try and keep everyone alive before they get shoved back home. Some don't give a shit about anyone, but most are there for them and theirs.
Course you got some that will do whatever they have to so they can try and keep everyone alive. I think they tend to end up dead a lot though.
There's an idea in there though. About offering up services to help others that can't defend themselves...

As far as I've seen there's no actual division. People are, in general, willing to help those in need. Complete strangers I've never met before have saved my life. It's far and few between that people won't help another.
